That is for sure a limitation of that field, these are the other listed limitations.
Multi-select Text fields can contain a maximum of 100 choices. Each choice can contain a maximum of 60 characters.
When using a multi-select field, you can select a maximum of 20 choices.
These limitations also apply to formula field versions as well. If your formula contains something that is beyond the 60 character limit the formula will not work. Remove that 61+ char option and it starts working again.
