Hi Tanner,
Are you usually able to manage your account and access things like the users across the whole account? You need to be an admin on the account in order to see the options to enable Pipelines and begin to assign users to access it. If you aren't you might just need to reach out and touch base with the realm or account admin at your account to see if they have the options available to turn it on.

This help document talks a bit more about where an admin would find those options and be able to access them.
