Do you have a table of all the possible time zones and their offsets from say GMT? The rime zone codes would also need to know about Day Light saving time.
You would look up the offset from GMT for both the DEP and the ARR flight. So Key field of he time zone table would be the Time Zone code like
EDT
EST
CDT
CST along with their offset, Then look up those offsets into your flights table with two relationships and do the math on adjustments.
