Need to create a workflow like flow.

I have a vendor that needs to do the following process.

They need to enter a new certification, and will be given a code they need to enter.  
The code they are given is linked to a Project, so first I need to be able to link that code to the Project, then I need to look at the project to get the Partner the Project is associated with.

From here I than need to show them a specific form to fill out.

Can this be done in dynamic rules or is there some other way that I need to go about this?
