New Form - GenCopyRecord not working

1) Is there special requirement for Formula Button to enable GenCopyRecords with New Form?

Previously I used below formula, but with New Form it just open previous records.

URLRoot() & "db/" & [_DBID_INITIATIVE] & "?a=GenCopyRecord&dfid=13&rid="&[Record ID#]

When dfid=13 refers to Legacy Form it works as expected, but when to new it just open already created record.

2) Also I do not see options option to "Copy this Record"
