Have you looked at the official Quickbase code page app? It has some examples

If you have a checkbox in the message you want them to read, you could set up a pipeline so if that checkbox is clear the user is prompted again to review it. Not technically a popup but has the same effect.
I am certainly no expert, but I hope this helps.
