Open PDF vs View in browser

When i click on a pdf file from Firefox, it opens in a browser tab. The same thing in chrome, and it downloads the pdf. There is a specific setting in Chrome that states "Open in tab versus download for pdfs'. This setting seems to do nothing. Have other people had this issue with Chrome?

Also, when building file links in rich text fields, is there any way to control whether a file is downloaded or opened, or is that purely decided via browser settings?
