Prevent save not working
Trying to prevent save if a URL field does not contain start of the needed URLs. Instead it is blocking everything

Is the Document URL a required field?
If not, you need to include "When the Document URL is not (blank)" so it doesn't prevent the save when it is empty.
And then, change the "any" to "all". It seems counter intuitive, but that should work.
