A Pop-up message appears when clicking the formula-URL button in Edit mode

Yes, then you will need to use the SaveBeforeNavigating syntax.

Hi Mark,
I used the syntax but still I receive the same pop up message. Do you think this formula looks right?

(not IsNull([Project record ID#])and [Sign Off Status]="1. Draft"),

    Sorry,  but I can't see anything wrong with your formula.  Is the table set this way in advanced properties?

    I'm betting the extra ampersand just before the href is breaking the functionality of your button:
    If(
    (not IsNull([Project record ID#])and [Sign Off Status]="1. Draft"),
