Thank you Austin!  I was testing the view in a different role and could still see all other apps.  I now believe that my Admin Role may have been preventing me from truly testing the view in another's role.

The only users that will see this new app are the ones you invite to it. So if you only invite a small subset of your current users(or brand new ones) to it they will be the only ones able to access it. Unless I am misunderstanding the question I think you will be fine doing this.

As far as the ability to create apps that should be handled through your admin console in the Users section. You can go to those user accounts and set what they are allowed to do if you have high enough permissions.

    I've seen it show me a persons entire view(app bar and all) in the past. When I test now, as the role or the user in the role, it shows me my current app bar and what I had open before I started testing as the user. I'm not sure if that was a bug they fixed or what the deal is.
