I am not a big fan of the new forms but perhaps this is the impetus for you to "upgrade" to those.

    Actually, Don brings up a good point. On new forms, I believe you can have a form rule to require all the fields in a section.

      This is correct. On the new forms, you can apply a form rule to a section which will apply to all the fields in that section (require/show/hide/whatever).

      Maybe the downside in this case is, if the existing legacy form has a lot of form rules, those will not be migrated to the new form so you would have to create them all again.
