If people can opt in and out, and you can add in users, and you aren't allowed repeats, you will run into an issue. There are a finite amount of pairings (with no repeats). And these pairings have a finite amount of ways they can be combined so that all pairings are accounted for. You could work out exactly how many weeks you need to complete all the pairings.

As soon as someone is added or removed, it completely changes the possible combinations, and thus changes everything down the line. Inevitably you will not be able to pair everyone without repeating.

Without a set number, I don't think the goal can be achieved, no matter what software is used.  Perhaps you can start researching 'Secret Santa'. You essentially are doing secret santa every week, without allowing repeats. Maybe that already exists??
