And I do have the color set as a formula field, not the entry field.
But if I understand what you're saying, if I make the Send Letter field a text field, I could do it the way I have it set up now? Just with "no" as the condition instead of false?

Correct, if you make the send letter,field, a multiple-choice, say with yes, and no as the choices, then that is a text result, and could be used in the formula.
But you understand that the formula field itself will not be editable
