It's possible that fields were not required when records were created, but became required later...
Now that you're attempting to edit, it is enforcing the required fields.

Thanks for your guidance, yes those fields were not required originally but later requirements were changed. For this update task, I provided info for all the required fields and it worked OK. However, it seems redundant that when you have a way to identify each record, but still need to provide info for fields that are not even being updated.

I imagine there are other use cases where once a field is made to be required then for data integrity reasons you would want the field to be required for any kind of update. So it just depends on the use case.
