A solution that seems to be working, but not likely as simple as it could be.
Starting line
URLRoot() & "db/" & Dbid() & "?a=API_EditRecord&apptoken=XXXX&rid=" & [Record ID#]
Body:(ID FID and used a third-party encoding)
I formatted the text as desired in the rich text field, and then copied the source code and pasted it into a third-party URL encoder, which allowed that exact text with styling to be accepted in the URL bar. Then took the encoded script and pasted it into the desired fid location. (I suspect this could be resolved by possibly adding additional QB encode requests into the formula, but at this time this will work)
Source example: <pre>
<span style="font-size:12px;"><span style="font-family:Arial,Helvetica,sans-serif;">project management of included scope | shop drawings ( 1 revision) | material | fabrication | finishing | delivery | installation</span></span></pre>

& "&rdr=" & URLEncode(URLRoot() & "db/XXXX?a=dr&rid=" & [Record ID#]) (Ending line)
This isn't likely the best formatting, but it is functional for those that would like to have a button to populate text in rich text fields already styled.
