You need to make a report of Budget lines with an <ask the user> filter which asks for the Related Budget.

Then change your formula to this.

URLRoot() & "db/" & [_DBID_BUDGET_LINES] & "?a=q&qid=14&nv=1&v0=" & [Related ESTIMATE]
