If that sheet is the single source of truth, then set the Refresh settings to make your Quick Base table match exactly. Then Quick base will not move the ones that have been processed to the Done folder.
If the csv fie is meant to update and add to the existing records, but not delete, then it will be moved to the Done folder when processed.
