Kingsly - as an "anonymous" user; the general public will not be able to edit their original entries or attach their documents to existing records without the permissions to see everyone else's records. John - you will need to either have them submit their documents; entering key information about themselves (such as an email address) on each record so that you can "connect" the documents to their original resume entry more easily.
There are some solutions you could opt to build into your candidates table which might be able to offer you a solution; but they would be better discussed 1-on-1.

A user even if they cannot see the "table" will still be able to see all the record-picker selections in a child-table record even if they have the ability to add a record. This would not work for any HR department or business. The candidate would need to upload their documents and enter in their contact information repeatedly on each record so that internally those records can be connected to the Candidates' original entry/resume.
To make this work, an anonymous user would need to be provided with a code/key of some kind (generated by Quick Base) that would be unique (not simply an email address) that would enable them to access an existing record. It could get quite complicated to allow them to access the data this way. It would be simpler to have anonymous users enter their information in repeatedly and put the onus on the business to connect the records.
There are also more professional solutions to set this up; but they are non-native.
