Warn users if there are saved records with the same claim number

I looking to find a way y for users to be informed if they are creating a record but there is already another saved record with the same claim number and pended status. In this case users should go...

I don't totally follow you, but you are also able to make formula fields unique.  Also note that there is one "value" that is always allowed to be duplicated inn a Unique field and that is null.

Can you have a formula field that calculates to null if its OK to have duplicates else calculate to the claim #
