A formula URL button that adds +1 to a numeric field

I need help creating a formula URL button. I have an issues/suggestions table. If a user is also having the same issue that has already been submitted I basically want to create a me too or +1 button...

Can you explain this

"without going into the record".

Are you asking if the button can be clicked to edit the record without needing to log into Quick Base?
