access the QuickBase document outside the QuickBase

Hi Team,

Is there any way to access the below URL outsite the QuickBase?
"https://builderprogrampverma.quickbase.com/up/bqscz87a5/g/rb/ei/va/Testing%20Guidelines-QuickBase.docx" 

i am trying to read the document from the url but it's giving me  authentication page html (login page) instead of xml data of word.

    on the file attachment field properties you can set the field to not require authentication...be careful though if you have sensitive files in this field
