Add new Record via Record Picker Dropdown

This should be simple but I cannot seem to figure it out. I have scoured the interwebs, read many a forum post, and muddled around with various settings, but cannot determine how to accomplish what I need.

How can I have the "+Create a New Record" option, currently located at the bottom of my record picker list, constantly be at the top of the list so it is readily available?

I don't want to have to scroll down through 500+ items just to be able to add a new record.

Is it even possible, or is this a limitation of the system?
