That is exactly what I was thinking. And yes I tried creating a section without naming it, it does work,, but there is no way to specifically reference that section using form rules to hide the section

It isn't a matter of formatting. There are parts of the form that benefit from the horizontal rule and while the end user is content getting rid of all of the lines, she is not willing to give up on the rich text that is currently indicating the start of each section. If I remove all of the horizontal rules we are forced to use the default text that Quick Base uses for the section headings.
The end goal is having the ability to dynamically hide and show parts of the form
