Probably not the best solution, but perhaps you could remove the rights for people to delete, then create a 'Delete this record' button that triggers a pipeline to delete the record. As part of the button push or pipeline, you could record the current user.

I took this a step further and built a Delete Application for certain records. The very limited group of User that can delete have to put in the RID they want to have deleted. There is some logic that checks for child records and will approve or prohibit the deletion. This app then has the history of all the requests to delete a given record. Obviously I now have the Date Created and Record Owner for the delete request.
