Bring Rich Text Field information from a Child table to the Parent

Grandchildren Records or tables?
Each record on the Grandchid table will have a different comment as you noticed on the attachment sent.
I just want the same information pulled to the review table regardless of any changes in the action table.
i want the field on the review table to mirror the one on the action table regardless of any changes, edits....

sorry but I have to ask my question again.

.. but what if you have two grandchildren with different comments?  One say "wonderful" and then subsequently another Action is entered for the same Review that says  "terrible".  What do you expect to see on the Review record?  "Wonderful" or "Terrible".

Only the original action only.
any other action after that on the action table, i do not want to be transferred to the review table.
just a one time purpose.

I will explain in general, but you will need to learn about Automations. https://help.quickbase.com/user-assistance/about_quick_base_automations.html

You will need to lookup the [Record ID#] of the Review down to the middle table and then from there down to Actions.

You will also need to do the same for the Action Comment field which you will create on Review.  This is the field that you want populated.
Then create an Automation to record  on record changes.

When a record is added or edited in Actions.
and the
the Action will be to Edit records on the table Review
Subject to the filter that the [Record ID#] is equal to the [Record ID# of the Review] from the Trigger record.
Subject to the filter that the Review Comment is blank.
and you will update the [Action Comment ] field on the Review with the value in the field

These are both Lookup fields, not summary fields.

Also note that I have updated my instructions above for the Automation to add in the filter in the automation to only fire the automation where the review comment is blank..
