Can a webhook be triggered by a formula field?

I would like to be able to create a formula or If statement that would trigger the webhook with out a user having to go in and edit something and click save for the webhook to work. Can this be don...

You could potentially do this with a synced table, and trigger the webhook via the change there.  This is untested, and could get really nasty very quickly.

Maybe look at a different angle to accomplish the goal.  
Just ideas.
