Can a webhook be triggered by a formula field?

I would like to be able to create a formula or If statement that would trigger the webhook with out a user having to go in and edit something and click save for the webhook to work. Can this be don...

Yes, if you're using a service like Workato that will monitor for changes in your table's records, a change in the value of a formula field can trigger additional actions in the recipe.
