Can I remove access to the +?

at the top of the screen there is a +, star, etc. When a user uses the + to add something, they have access to tables that I do not want them in. Is it possible to remove that from my user's page? ...

The drop down for the + Plus of determined by if the user has both permission to add records to that table and also that the User Interface for their Role is not set to hide the Add button.  If either one is not set that way, then they will not see the table in that + Plus drop down.
