Carry formula-email value through all records of same table

Our company has a revolving team management system.  I have a table of Resources in which I indicate the current Team Administration.  I would like the email to carry to all records in the Resources table.  The reason is that within the company there are two teams (and resources can bounce between Team 1 and Team 2), hence two sets of Team Administrators and the formula-email field.  I don't want to hard code this since the Team Administrators rotates out, and I use a formula-email field to set who the new group is.  I just select which team the resource is on and they see the current Team Administration (which I set by selecting a value in a drop down field when the administration changes).
