Yes. You'll need the logic to go as follows:

1. Search Table A
2. For each record in Table A
   1. Search Table B where Email = a.email
   2. If Search List is Empty (delete the loop Pipelines automatically creates and just create a Condition)
      1. Create Record in Table C
