Colour coding fields on a form
Other than creating formula field, is there an option to colour code or put borders around fields to distinguish what needs to be completed by different roles?

You could use the image onload technique to run a javascript code page. In the code page you could have some definitions that look for a field name or section, or any other form element and apply some custom CSS to that area. Simple enough if you can code or know some coders.
