Connect Table emails to identify users

Hello, I have a table that pulls in persons name and email. I need to identify these emails with the system users for notifications. However I don not know where to begin. Can someone please advise...

The process is as follows:
  1. User fills in form and based on project, a key person (not user) is identified in form through pre-population from the table.
  2. At a certain status a notification needs to go to the key person (who is a user of the system but not the user creating the form).
I am looking for a way for the email being brought in on the table to identify a matching-system user to send notification to.

I'm still not quite understanding,  so I will need to ask my question again?  Why do you need to know the "User" if Quick Base can send a Notification of type = Open  to any email address, even non users.
