Yes, It is possible to make a URL formula button for an ADD Record button on the Dashboard to specify which form to use. However, it quickly gets very messy when you go to view records, as the system will not have a way to know which form to use.
It will be far better to have one form and use form rules to control which fields should show and be required.

I was hoping to be able to avoid making the dozens of rules I'll need to control all of the fields. Is there some way to batch create rules so that I can more easily do so?

- No, there is no method to batch create form rules. But perhaps if you organize your fields into sections or tabs which apply to different situations you can do show hide on blocks of fields instead of one by one.
