Custom Rule for Deleting Records?

Is it possible to select certain users that can add and delete records, or only certain roles?

    The easiest way would be to create a "Delete" role and on that role, only worry about setting up the Delete properties for those tables where these users would be able to delete records. Then, assign those users to this role IN ADDITION TO their existing role.
