Disable hyperlinks in HTML notifications

This may be simple, but I can't seem to wrap my head around it - I would like to "disable" hyperlinks, so that it still views the links with html (bold, underline), but you can't actually click on a link.

Background: Our IT disabled incoming links by inserting a "noclick" within the URLs, so our customer's have been attempting to click and then get sent to nowhere. I don't want to use the 'plaintext' route, as I still want to Bold, underline, and italicize areas in the notification.

    I have the sample notification email; but also wondering how to get he Plain Text version to read clearer?

<li>In your Approval Log, select "EDIT" (pencil icon) icon at the top right corner of the page.</li>
