EDIT mode page shows different fields and sections than VIEW mode page does - why?

I cannot figure out why a users role is missing sections from form while in EDIT mode, but are visible in VIEW mode.  Also have field that I set custom access for user role that is set to "Modify"....

Check if there is more than 1 form for that table. Maybe there is one form being used for View and another for Edit in form settings.

Other than that, it pretty much has to be Form rules.
