EDIT mode page shows different fields and sections than VIEW mode page does - why?

I cannot figure out why a users role is missing sections from form while in EDIT mode, but are visible in VIEW mode.  Also have field that I set custom access for user role that is set to "Modify"....

Also double check your form elements in the form settings as you can set fields to only show in view or edit
