You do not need to have a relationship to use a Report link field.
Lookup the field for [Related Partner] from Pubs down to Ads. Re-name the lookup field what it is - which is [Record ID# of Partner].
Then, just create a new report link field on Partners.
Configure the left field as [Record ID#]
Configure the right field as [Record ID# of Partner]
