EOTI link doesn't work unless signed in

I have a "pay now" button that is for EOTI but it doesn't work unless I'm signed in.

Is this standard behavior?

The link is 

"https://app.fluidpay.com/somecode"

but when you are EOTI and click it - it takes you to a link that is our companies domain and table ID with the "somecode" at the end.

What is happening?
