Exporting csv into a File Attachment Field

Hello,
The question I have is as follows above. I am using Webmerge to pull data from Quickbase to generate documents. Unfortunately, I cannot pull field data from multiple locations (i.e. Fields from multiple child records from a parent table). This would be solved for me if there was a way to either:
1) Be able to export report data using webhooks or
2) Attempt to use Webmerge to loop through the data in a .csv file to populate table data

So is there any way to accomplish either of these?
