A floating form element isn't a native functionality unfortunately. It is possible a Partner or Developer can make a floating report element for your form using a script. I have seen something similar done with buttons using javascript like the one outlined in the Community post by Alex below. That might be a jumping point for a Developer to call a report and get it to float on a form but anything like that would be outside of our natively supported features so behavior could be inconsistent and our Care Team wouldn't be able to troubleshoot any issues with it.
