Form behavior after clicking on field in report

I have a report :) It appears that when I click on a field the form displays view-only and I need to 'edit' to get the form to allow input.  Correct?  Any way to get the form to be in edit mode whe...

I even disabled grid edit for the report and still can't get the Role Dynamic Rule Form to be applied (to Save the record with a field equal to a specific value from the drop down list).
