Form Rules not firing for users out of the US?

I already have a support case open, but am wondering if anyone else has problems with From Rules not working for users out of the country.  I have an app that is HEAVILY dependent on Form Rules and they are not working for my users outside of the US.  As a possible alternative, is it possible to create a code page that could replace the Form?
