Gauge Report for action items - Goal 0

Looking to have a gauge chart with 0 entries being what good looks like. We are using it to identify action items for our team. As QuickBase won't allow you to have your start larger than your goal, and results displaying based on a percentage, it makes setting the colors for the gauge super challenging as well. 

Any suggestions?
