I actually demonstrate how to use a formula to calculate follow-up timeframes in the "Formula Simplification" example here: https://university.quickbase.com/series/app-building/advanced-use-of-formulas. The date calculation could then be used as a report filter to trigger regular subscriptions to your users doing the follow-up work.
