One possibility... Are the reports on the dashboard "user" specific? I have dashboards that even if I switch to that role they are blank for me because maybe it's for "assigned projects" and I do not have any relevant projects assigned to me. If you view it as a specific user it applies to, or use an incognito window for EOTI stuff does it show up? Beyond that, maybe subfield permissions on a report, that can cause reports to unexpectedly not display sometimes.
