How do I create a view for the Resource Allocation screen?

Hello,

When using the Check Availability button, the resulting Resource Allocation screen has a drop down selection for selecting a view to choose criteria to restrict which records are used to calculate resource allocation.  However, the drop down list is empty.  how do I create options for this list?
