How do I filter for blank text field

If you are referring to a formula field you would use ="" in your formula.

If you are referring to filtering a report you would choose the field and is equals to and then leave it blank

I'm referring to a text field. Equals to blank doesn't work nor " ".

You will need to give more detail. Is this a report filter?  Exactly how do you have it set so far and define the fields you are using.
