How does QB see changes in add mode?

When I create a notification, with a condition 'When any of the following fields change', this seems to work exactly as expected when the notification fires 'When the record is modified'.

However, if done when 'The record is added', it does not fire. I am thinking that when a record is added, QB doesnt see any of the fields as 'changed'?  I figured if it wasn't blank, QB would see the field as being changed, but this doesnt seem to be the case.

Can anyone confirm, or have better knowledge on the quirks of firing notifications when 'the record is added'?

Update: Looks like there may have just been some server issues with QB. 15 minutes later, I got the notification as expected.
