You can create sections that remain visible across all tabs. This means the tabs will only affect the sections displayed below those pinned areas.
To do this, open the form editor. Click the Add Pages button on the bottom‑left, then scroll back to the top of the form and select Add Pinned Section.
Still having the entire sections created get wrapped in a page.

You can't do exactly what you are describing (having tabs in one section, then more tabs in another section). Quickbase only allows:
- Pages (Tabs)
- Sections
- Columns
- Pinned Section (only 1)
One page can have many sections underneath.
One Section can have many columns (you might be able to utilize this...?)
You are allowed ONE pinned section, which will remain above all tabs. It's not quite what you want....but perhaps you can work that in as well?
